           An act relating to human services; delaying the 
          effective date of the moratorium on new negotiated 
          rate facility agreements. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  [DELAY OF NEGOTIATED RATE FACILITY MORATORIUM.] 
    Notwithstanding Laws 1991, chapter 2, article 4, section 2, 
subdivision 3, counties may enter into new general assistance or 
Minnesota supplemental aid negotiated rate agreements until 
April 1, 1991. 
    Sec. 2.  [EFFECTIVE DATE.] 
    Section 1 is effective the day following final enactment.
