RESOLUTION 21-H.F.No. 2021
A resolution memorializing the United States
Environmental Protection Agency to adopt rules for a
ban on leaded gasoline, and memorializing the Congress
of the United States to enact legislation either
prohibiting leaded gasoline or allowing the states to
prohibit it.
WHEREAS, the major ongoing source of new lead added to the
environment of Minnesota is the combustion of leaded gasoline by
automobiles; and
WHEREAS, lead from gasoline is a major contributor to the
level of lead in children and adults in Minnesota; and
WHEREAS, because lead is a poison that damages the central
nervous system its presence in the environment is a major health
hazard affecting Minnesota children, especially central city
children, resulting in learning disabilities, behavioral
problems, and mental retardation; and
WHEREAS, the presence of lead in the environment of
Minnesota also affects the human reproductive and blood-forming
systems; and
WHEREAS, lead has been allowed to accumulate in the
environment of Minnesota, especially in the central cities, to
clearly unacceptable levels; NOW, THEREFORE,
BE IT RESOLVED by the Legislature of the State of Minnesota
that the Environmental Protection Agency adopt rules for the
immediate and total ban of leaded gasoline. In adopting these
rules, the Environmental Protection Agency should consider
appropriate exclusions from this ban for trucks and farm
vehicles.
BE IT FURTHER RESOLVED that in the alternative, Congress
should speedily enact legislation to amend the federal Clean Air
Act to either prohibit leaded gasoline or permit the states to
ban leaded gasoline.
BE IT FURTHER RESOLVED, that the Secretary of State of the
State of Minnesota be directed to transmit certified copies of
this resolution to the director of the United States
Environmental Protection Agency and to the Minnesota
Congressional delegation.
