RESOLUTION 17-S.F.No. 2109
A resolution memorializing the International Joint
Commission, the President and Congress to effectuate
an agreement between Minnesota and Ontario on joint
management of their border waters.
WHEREAS, the State of Minnesota and the Province of Ontario
are concerned about the fishing resource on concurrent border
waters; and
WHEREAS, Minnesota's Lieutenant Governor and Commissioner
of Natural Resources have been working on an agreement with
Ontario officials on a border waters settlement; and
WHEREAS, legislation has been introduced in the Minnesota
Legislature to help effectuate an agreement on joint management
of the border waters; and
WHEREAS, a resolution of the border waters problem is of
serious concern to the tourism component of Minnesota's economy
and our friendly relations with our neighbors in Canada; and
WHEREAS, a border waters agreement may better come about by
using existing governmental institutions with jurisdiction over
border waters, such as the International Joint Commission; NOW,
THEREFORE,
BE IT RESOLVED by the Legislature of the State of Minnesota
that the International Joint Commission, the President and
Congress should take immediate action to bring about a mutually
acceptable agreement between Minnesota and Ontario on management
of the border waters in 1984.
BE IT FURTHER RESOLVED that the Secretary of State of the
State of Minnesota is instructed to transmit certified copies of
this resolution to the Chairman of the International Joint
Commission, the President of the United States, the President
and Secretary of the United States Senate, the Speaker and Chief
Clerk of the House of Representatives of the United States, to
the Minnesota Senators and Representatives in Congress, to the
Premiers of Manitoba and Ontario and to the Ambassador of Canada
to the United States.
