RESOLUTION 13-H.F.No. 2180
A resolution memorializing the President and Secretary
of Transportation of the United States, the National
Transportation Safety Board, and the Minnesota
Congressional delegation to implement a program for
the reflectorization of railroad rolling stock.
WHEREAS, railroad grade crossing accidents are a serious
highway safety problem; and
WHEREAS, there were 164 such accidents in Minnesota in
1982; and
WHEREAS, 222 persons lost their lives in grade crossing
accidents from 1973 to 1982; and
WHEREAS, improved nighttime visibility of railroad cars
would significantly enhance grade crossing safety; and
WHEREAS, the National Transportation Safety Board has
estimated that adding reflectorized markings on railroad cars
could reduce fatalities nationally in nighttime grade crossing
accidents by over one-third; and
WHEREAS, a scientific study of a proposed railroad car
reflectorization program has shown that the benefits of such a
program in accident-loss reduction would substantially outweigh
the costs; and
WHEREAS, only the federal government has the authority to
make such a program a reality; NOW, THEREFORE,
BE IT RESOLVED by the Legislature of the State of Minnesota
that an effective national program for the reflectorization of
all railroad rolling stock be implemented at the earliest
feasible time.
BE IT FURTHER RESOLVED that the Secretary of State of the
State of Minnesota is directed to forward certified copies of
this resolution to the President and Secretary of Transportation
of the United States, the chairman of the National
Transportation Safety Board, and Minnesota's Senators and
Representatives in Congress.
