RESOLUTION 12-S.F.No. 1243
A resolution memorializing the President and Congress
to establish a National Academy of Peace and Conflict
Resolution.
WHEREAS, people throughout Minnesota are concerned about
armed conflict between nations and within our society that is
increasing at an alarming rate; and
WHEREAS, recent conflicts throughout the world make it
necessary to develop new and creative means of managing conflict
before it escalates into violence, so that the greatest
challenge facing the people of this nation is the development of
new techniques to resolve and prevent violent conflict; and
WHEREAS, many potentially destructive conflicts among
nations and peoples have been resolved constructively and with
cost efficiency at the international, national, and community
levels through proper use of such techniques as negotiation,
conciliation, mediation, and arbitration; and
WHEREAS, the establishment of an academy is an appropriate
investment by the people of this nation to promote international
peace and to resolve conflicts among nations without recourse to
violence; NOW, THEREFORE,
BE IT RESOLVED by the Legislature of the State of Minnesota
that Congress should speedily enact legislation to establish a
National Academy of Peace and Conflict Resolution to serve the
people and government by providing research, training, and
information services on international peace and peace making.
BE IT FURTHER RESOLVED that the Secretary of State of the
State of Minnesota is directed to transmit certified copies of
this memorial to the President of the United States, the
President and the Secretary of the United States Senate, the
Speaker and the Chief Clerk of the United States House of
Representatives and to Minnesota's Senators and Representatives
in Congress.
