                        CHAPTER 268--H.F.No. 870
           An act relating to state government; authorizing the 
          commissioner of the department of economic security to 
          adopt permanent or temporary rules; proposing new law 
          coded in Minnesota Statutes, chapter 268; repealing 
          Minnesota Statutes 1982, section 268.12, subdivision 3.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  [268.021] [RULES.] 
    The commissioner of the department of economic security is 
authorized to adopt rules, including temporary rules, in 
accordance with chapter 14, with respect to programs the 
commissioner administers under chapter 268 and other programs 
for which the commissioner is responsible under federal or state 
law.  
    Sec. 2.  [REPEALER.] 
    Minnesota Statutes 1982, section 268.12, subdivision 3, is 
repealed.  
    Sec. 3.  [EFFECTIVE DATE.] 
    Sections 1 and 2 are effective the day following their 
final enactment.
