defining certain terms; specifying certain limitations; authorizing the
commissioner of health to adopt rules; requiring the commissioner of health to
notify certain legislators when they make additions to the list of debilitating
medical conditions for which treatment would be permitted; requiring the
commissioner of health to register and certify prospective medical cannabis
organizations meeting certain conditions; establishing certain procedures and
requirements by which qualifying patients may apply for a registry
identification card; requiring qualifying patient to notify the commissioner
within a certain amount of time of any change in the registration; specifying
certain requirements of certain medical cannabis organizations; authorizing
cities to enact zoning regulations that limit use of land for medical cannabis
dispensaries; authorizing nursing facilities to adopt certain reasonable
restrictions on the use of medical cannabis; requiring commissioner to establish
a verification system for law enforcement personnel and registered medical
cannabis organizations; requiring the commissioner to report annually to the
legislature; specifying certain registration data as private data; establishing
