5E Relating to health; permitting the medical use of marijuana (cannabis); defining certain terms; specifying certain limitations; authorizing the commissioner of health to adopt rules; requiring the commissioner of health to notify certain legislators when they make additions to the list of debilitating medical conditions for which treatment would be permitted; requiring the commissioner of health to register and certify prospective medical cannabis organizations meeting certain conditions; establishing certain procedures and requirements by which qualifying patients may apply for a registry identification card; requiring qualifying patient to notify the commissioner within a certain amount of time of any change in the registration; specifying certain requirements of certain medical cannabis organizations; authorizing cities to enact zoning regulations that limit use of land for medical cannabis dispensaries; authorizing nursing facilities to adopt certain reasonable restrictions on the use of medical cannabis; requiring commissioner to establish a verification system for law enforcement personnel and registered medical cannabis organizations; requiring the commissioner to report annually to the legislature; specifying certain registration data as private data; establishing certain protections; establishing certain protections for the use of medical cannabis under certain conditions; permitting the commissioner to suspend or revoke registration certificates for certain violations; specifying certain violations; authorizing the commissioner to implement registry identification cards and registration certificates under a certain timeline; authorizing the appropriation and deposit of certain fees for the commissioner to administer the medical use of cannabis; authorizing the commissioner of health to establish the medical cannabis advisory council on implementing the medical use of cannabis; requiring that the commissioners of health and public safety submit a report on the impacts of the use of cannabis for medical purposes; authorizing the commissioner of health to make appointments to the medical cannabis advisory council; specifying the date of the first meeting; appropriating money
