A bill for an act
relating to state government; proposing an amendment to the Minnesota
Constitution, Article IV, section 22; allowing the lieutenant governor to cast a vote
in the house of representatives in the case of a tie.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, article IV, section 22, will read:

Sec. 22.
The style of all laws of this state shall be: "Be it enacted by the legislature of
the state of Minnesota." No law shall be passed unless voted for by a majority of all the
members elected to each house of the legislature, and the vote entered in the journal of each
house.new text begin If the house of representatives is equally divided on a question, the lieutenant governor
may cast a vote on the question in the house of representatives. The vote of the lieutenant
governor must be entered in the journal and counted as if it were cast by a member elected
to the house of representatives. The lieutenant governor is not a member of the house of
representatives for any other purpose.

The proposed amendment must be submitted to the people at the 2028 general election.
The question submitted must be:

The revisor of statutes shall change the headnote of the Minnesota Constitution, article
IV, section 22, to read "Majority vote to pass a law."
