2E Relating to firearms

ARTICLE 1 - PERMIT TO PURCHASE RENEWAL AND BACKGROUND CHECKS

Making optional a chief of police or sheriff effort to check other available state and local record-keeping systems

ARTICLE 2 - AUTHORITY TO SEIZE WEAPONS

Clarifying application of seizure and confiscation to be applicable during state of emergencies proclaimed by the governor, authorizing law enforcement to disarm individuals without a warrant, prohibiting governmental entity or individual curtailment of firearms and related ammunition, authorizing relief for aggrieved individuals

ARTICLE 3 - SELF-DEFENSE; USE OF FORCE

"Defense of Dwelling and Person Act of 2011"; clarifying the use of force in defense of home and person (castle doctrine); defining certain terms; codifying and extending Minnesota's self-defense and defense of home laws; eliminating the common law duty to retreat in cases of self defense outside the home; expanding the boundaries of dwelling for purposes of self-defense; creating a presumption in the case of a person entering a dwelling or occupied vehicle by stealth or force; extending the rights available to a person in that person's dwelling to a person defending against entry of that person's occupied vehicle

ARTICLE 4 - RECOGNITION OF OTHER STATES' PERMITS TO CARRY

Providing for the recognition by Minnesota of other states' permits to carry a pistol within and under the laws of Minnesota; specifying certain duties of the commissioner of public safety; prohibiting application to carry a pistol under terms of a carry permit or license by another state
