471.465 PERSONS WITH DISABILITIES; BUILDING REGULATIONS; DEFINITIONS.
    Subdivision 1. Scope. For the purposes of sections 471.465 to 471.469, the terms defined in
this section have the meanings given them.
    Subd. 2. Buildings and facilities. "Buildings and facilities" means any and all buildings and
facilities and the grounds appurtenant thereto within any city, township or other governmental
subdivision of the state other than all farm dwellings and buildings and single and two family
dwellings. However, on the date on which rules promulgated by the commissioner of labor and
industry regarding building requirements for persons with disabilities shall become effective,
"buildings and facilities" shall mean only those structures which must provide facilities for
persons with disabilities pursuant to said rules.
    Subd. 3. Persons with disabilities. "Persons with disabilities" means and includes people
having sight disabilities, hearing disabilities, disabilities of incoordination, disabilities of
aging, and any other disability that significantly reduces mobility, flexibility, coordination, or
perceptiveness.
    Subd. 4. Remodeling. "Remodeling" means deliberate reconstruction of an existing building
or facility in whole or in part in order to bring it up to date to conform with present uses of
the structure and to conform with rules and regulations on the upgrading of health and safety
aspects of structures.
    Subd. 5. Local authority. "Local authority" means the local authority having jurisdiction
over local building construction.
