Statement of Need and Reasonableness (SONAR)

This written statement by the agency explains the proposed rules. It includes a summary of the evidence and the arguments that the agency is relying upon to justify the need for, and reasonableness of, the rules it is proposing to adopt. The SONAR must also try to spell out the ways in which the rule might affect certain costs and certain other regulations. The specific costs and regulations are specified by statute.
