Order adopting rules
An agency must adopt a proposed rule before the rule can be administered or enforced. Minnesota Statutes, chapter 14 and Minnesota Rules, chapter 1400 set out in detail the procedures that an agency must follow to adopt rules. An order adopting rules is a written document that summarizes the formal action taken by the agency to adopt the rules. It shows the agency's official action to adopt the rules. The agency issues the order after these procedures have been satisfied. This document is part of the agency's permanent rulemaking record.
