Withdrawal
An agency may withdraw a rule it has decided not to adopt. This decision may be made any time before the rule is filed with the secretary of state. The agency provides notice to the public of its action by publishing a notice of withdrawal in the State Register. An agency's ability to withdraw a portion of a rule is restricted by statute.
