A bill for an act
relating to liquor; allowing a city to issue an on-sale wine or on-sale malt liquor
license for certain visual arts instruction classes; amending Minnesota Statutes
2014, section 340A.404, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 340A.404, is amended by adding a
subdivision to read:

new text begin A city may issue an on-sale wine license
or an on-sale malt liquor license to a business establishment or nonprofit organization
within the city: (1) not otherwise eligible for an on-sale wine license or an on-sale malt
liquor license; and (2) that offers visual arts instruction classes. A license issued under this
subdivision authorizes sales on all days of the week to participants of the class, who have
paid a class participation fee or have secured advanced registration to participate in the
class, for consumption on the licensed premises only. For purposes of this subdivision,
"visual arts instruction classes" means classes that are regularly held for the purpose
of instruction on the production of a tangible piece of artwork to be produced by the
class participants.
