ARTICLE 1 - STATE HEALTH CARE PROGRAMS

Making
conforming and other changes related to federal health care reform; providing
for health care subsidies; establishing accountable care organizations;
authorizing commissioner of human services to enter into agreements with other
states to establish regional payment reform systems for reimbursement;
authorizing commissioner to offer a publicly administered health plan;
specifying medical assistance (MA) eligibility; requiring the commissioner to
use a net income standard for certain eligibility determinations; specifying
income standards for medical assistance (MA); limiting MinnesotaCare eligibility
to children; repealing the MinnesotaCare program

ARTICLE 2 - PRIVATE SECTOR
HEALTH INSURANCE REFORM

"Minnesota Health Insurance Exchange"; defining
certain terms; specifying health plan participation in exchange eligibility;
authorizing the exchange to help consumers compare health plans; specifying
individual and small employer participation and eligibility; establishing
certain responsibilities of the exchange; exempting the state from liability
actions of the exchange; specifying powers of the exchange; requiring the
exchange to establish dispute resolution procedures; establishing the exchange
governance, subsequent board membership and operation; specifying the operations
of the exchange and investment of assets; requiring the legislative auditor to
audit the exchange; allowing individuals to choose insurance producers to assist
choosing a plan through the exchange; specifying health plan implementation;
requiring the commissioners of commerce and health to discuss with insurance
regulators the possibility of entering into interstate compacts; requiring
universal health coverage by a certain date; specifying instructions to the
revisor of statutes; repealing the Minnesota comprehensive health association
(MCHA)
