nursing facilities; requiring a local share of nonfederal medical assistance
costs; modifying authorization of programs for all-inclusive care for the
elderly (PACE); modifying a prior appropriation for community service
development grants and reducing the appropriation base; appropriating money to
the commissioner of human services (DHS) to begin operation of PACE programs
specifying implementation only upon federal approval
