raffles, hot-ball bingo prizes and raffle boards; clarifying organizational and
manufacturer licensing, conduct of bingo, tipboards, pulltabs, raffles, and
accounting; permitting volunteer participation under certain restrictions;
increasing certain prize limits; prohibiting the online sale of lottery tickets
and play-at-the-pump lottery games; repealing filing of prices and annual
financial audit filing requirement
