2E Relating to capital improvements;

ARTICLE 1 - APPROPRIATIONS OF BOND
PROCEEDS

Appropriating money to the University of Minnesota (U of M) board of
trustees, the Minnesota state colleges and universities (MnSCU) board of
trustees, the departments of education, administration, and natural resources
(DNR), the pollution control agency (PCA), the board of water and soil resources
(BWSR), the department of agriculture, the Minnesota zoological garden board,
the amateur sports commission, the military affairs adjutant general, the
departments of public safety and transportation (DOT), the metropolitan council,
the departments of human services, corrections, and employment and economic
development (DEED), the public facilities authority, the housing finance agency
(HFA), the historical society, the iron range resources and rehabilitation board
(IRRRB), and to the department of management and budget (MMB) for various
projects of a capital nature; appropriating money for MN.IT services; providing
for unspent appropriations, debt service, bond sale authorization,
cancellations, bond sale authorization reductions, and a bond sale schedule;
specifying appropriations to be given effect once

ARTICLE 2 -
MISCELLANEOUS

Authorizing the commissioner of management and budget (MMB)
certain negotiated bond sale authority; expanding state bond reporting
requirements and cancellation authority to include bonds supported by a state
appropriation; requiring purchased iron, steel, and other manufactured good to
be produced in the United States and obtained through local suppliers and
manufacturers; adding legislative capital investment committee chairs and
ranking members to persons receiving capital investment projects notification;
modifying certain provisions relating to library accessibility and improvement
grants, public postsecondary capital projects, and the bridge grant program;
changing the local road improvement fund advisory committee to the local road
improvement program advisory committee; providing for ice facilities indoor air
quality improvements and elimination of R-22; prohibiting the state building or
fire code or a political subdivision from requiring fire sprinkler installation
in new or existing single-family detached dwellings; establishing a timeline for
elevator code changes affecting existing elevators; requiring contracting
licensees to offer prospective customers fire sprinklers installation options in
new single-family detached dwellings; requiring the housing finance agency (HFA)
to give veterans preference; providing additional HFA bonding authorization and
appropriations; extending the Olmstead county Stagecoach and Douglas trails
connection appropriation availability; clarifying the existing Minnesota Valley
railroad track rehabilitation appropriations to be used for bridge
rehabilitation and replacement between Norwood-Young American and Hanley Falls
and between Gaylord and Winthrop; extending the Peavey Plaza orchestra hall
project bond sale and appropriation; modifying a certain prior Hennepin county
grant to include land and building acquisition, a certain prior Austin port
authority grant to include parking lot construction, a certain prior flood
hazard mitigation grant to include stream restoration projects, a certain
reforestation grant to include a declared disaster area, and a certain veterans
affairs grant to include a tunnel and steam and electrical connections;
authorizing the conveyance of certain surplus state land to Bayport in
Washington county; authorizing the conveyance of joint powers district #6067,
East Metro integration district, Maplewood, known as the Harambee community
school, to independent school district #623, Roseville, for operation of a
multidistrict integration facility; authorizing the Perpich center for arts
education board to establish and operate an interdistrict voluntary integration
magnet program and the board to operate the Crosswinds school
