rulemaking process provisions relating to objections, review and repeal, veto of
adopted rules, review and repeal of rules; authorizing an agency to send
required rulemaking notices and documents or a link to the notices or documents
electronically, and if applicable, incorporation by references for public
availability purposes; modifying certain duties of the chief administrative law
judge relating to approval of rules; modifying certain preliminary notice
requirements; requiring agencies to maintain a rule notification list and
specifying additional notice requirements; modifying certain provisions relating
to notice to legislature, time limit on authority, statement of need and
reasonableness, notice of public rule hearing, hearing procedure, administrative
law judge reports and submission of reports, notice of proposed adoption of
rules requirements, public hearings requests, adoption of proposed rule and
submission to administrative law judge, good cause exemption requirements, and
expedited rulemaking process; modifying pollution control agency (PCA)
classification of waters rule notices; repealing certain provisions relating to
agency organization guidebook, general authority to review and repeal rules,
farming operations hearing on rule, and process for repealing obsolete
