assessments or surcharges by credit card, expanding the judicial districts with
credit card company discount fees paid by the state to reflect the state
takeover of certain district courts; clarifying certain warrant issuance and
service provisions relating to jurisdiction; repealing certain provisions
relating to the designation of the juvenile court in St. Louis county as the
probate court, a certain juvenile court administrator reporting requirement
relating to the placement of juveniles outside the state and a certain supreme
court reporting requirement relating to prosecutorial rebuttals(ra, ja)
