3E Modifying certain road easements across state lands; establishing state trail
connection between Heartland Trail and Itasca state park; extending state lands
lease terms for unsold lands; providing for expedited exchange of land within
the Boundary Waters Canoe Area Wilderness for federally owned lands; allowing
the commissioner of natural resources (DNR) to sell by private sale certain
surplus land located in Cook, Lake, and St. Louis counties; deleting Interstate
State Park and McCarthy Beach State Park; adding Greenleaf Lake state recreation
area, Iron Range Off-Highway Vehicle Recreation Area; deleting Fond du Lac State
Forest, adding Nemadji State Forest; exempting portions of the Mississippi River
with the boundaries of Dayton and Ramsey from designation as a component of the
Minnesota wild, scenic, and recreational rivers system, specifying commissioner
of natural resources (DNR) minimum standards in Dayton and Ramsey for future
critical area ordinance approval and requiring designation of Dayton as rural
open space authorizing and providing for the sale of certain tax-forfeited land
bordering public water in Beltrami county; authorizing and providing for the
sale of certain lands in Big Stone, Dakota, Goodhue, Hennepin, Itasca,
Koochiching, Lake, Morrison, St. Louis, and Washington counties
