Relating to transportation; modifying certain design build transportation
project provisions; defining responsive proposal; modifying certain request
criteria for proposals (RFP) to the design builders on the short list; requiring
commissioner of transportation (DOT) to provide to the legislature initial cost
estimate and the expected date of release for the request for proposal (RFP);
specifying certain duties of the technical review committee relating to
evaluating design-building contract proposals for responsiveness; prohibiting
commissioner from limiting the ability of design builders to protest a
contemplated or actual ward by commissioner; modifying certain stipulated fee
payment requirements; modifying the review process for low-bid, design-build
contract proposals to the RFP; repealing a certain provision relating to design
build award alternative process for certain contracts
