missing persons who are senior citizens with cognitive impairments; creating
certain criteria and procedures; authorizing the commissioner of public safety
to provide oversight and notice when certain criteria has been met; requiring
the silver alert system to include all local agencies able to provide timely
information to the public; establishing certain penalties for providing false
reports
