E Establishing an alternative to the detachment and annexation + process for
residential property parcels located in the city of Fridley and +crossing the
boundaries of independent school districts #14, Fridley and #13, +Columbia
Heights, defining split residential property parcel; authorizing the +owners of
the split parcels to petition the county auditor of any part of the +split
parcel location to transfer the part into either the Fridley or +Columbia
Heights school district, specifying certain petition content +requirements,
requiring filing of a copy with the county auditors of other counties+ of split
parcel location; providing for issuance of the order to transfer by +the county
auditor, requiring notice to the affected school districts and the +commissioner
of children, families and learning (CFL) of the change in boundaries,+ requiring
the commissioner to modify the school district boundary records to +conform to
the order; providing for subsequent taxation of the whole parcel +transferred
