1E Modifying the department of human services child care assistance program by
requiring providers to participate in quality rating and improvement system and
to receive a certain rating in the quality rating and improvement system;
requiring the commissioner of human services to develop a waiver system related
to child care provider choice; requiring the commissioner to make
recommendations and submit a report to the legislature on the parent aware
quality rating and improvement system
