definitions, modifying campaign finance and public disclosure board duties and
permitting the board to develop systems to enter and store electronic records
online; increasing the principal campaign single committee candidate
contribution aggregate and the association political funds aggregate; making
conforming amendments; modifying commingling, permitted disbursements, first
registration, filing, time for filing, report contents, period of report,
preelection reports, report when no committee, failure to file penalty,
contributions of dues or revenue, distribution of general account, and a special
subsidy; providing independent expenditure or ballot question political
committees and funds, report by individual making independent expenditures or
expenditures to promote or defeat a ballot question, and termination of
registration of a political fund; classifying data in an electronic reporting
system maintained by the campaign finance and public disclosure board; repealing
certain agency rules
