3E Relating to health; modifying ground ambulance transportation provisions;
requiring commissioner of health in consultation with the emergency medical
services regulatory board and emergency medical services and trauma hospitals to
provide certain quarterly data updates to each regional trauma advisory council;
repealing a provision restricting major trauma patients from being taken to
certain undesignated hospitals
