compensation advisory council; requiring compensation judges to exclusively
conduct administrative conferences and workers' compensation proceedings in the
office of administrative hearings jurisdiction; requiring compensation judges to
be state employees; requiring formal de novo hearings to be held before certain
compensation judges; modifying the settlement and pretrial conferences, summary
by decision procedure; increasing the amount available for remodeling or
alteration projects and specifying certain certification requirements;
increasing the amount for employee remodeling of residence personal injury;
making permissive the chief administrative law judge assignment of workers'
compensation cases to compensation judges with a block system; authorizing
replacement of the average wholesale price standard with the wholesale
acquisition cost standard; appropriating money for implementing a case
management system and electronic filing system at the office of administrative
