1E "Minnesota Families and Children Assistance Program"; changing the name of
the Minnesota family investment program (MFIP) to the Minnesota families and
children assistance program (MFCAP); requiring the commissioner of management
and budget (MMB) to allocate money to the Minnesota family investment program
(MFIP) in years of unrestricted general fund balances; authorizing MFIP
child-only participants to receive MFIP child care assistance; requiring the
commissioner of human services to file certain MFIP reports; requiring the
commissioner to establish and implement a pilot project to determine strategies
to increase MFIP child well-being; defining child well-being; requiring a
commissioner of MMB legislative report; appropriating money to the commissioner
of human services; repealing the MFIP family cap
