statute of limitations provisions; providing for error of law and lesser
included offenses; specifying actions by convening authority; providing for
withdrawal of appeal and appeal by state; providing for rehearings, review by
senior force judge advocate and review by state appellate authority; providing
for appellate government counsel, finality of proceedings, findings, and
sentences, and illegal presence of controlled substance while in duty status;
modifying the general article and the sections to be explained at time of
enlistment; repealing certain provisions relating to disciplinary punishments
and objection to form
