3E Relating to scrap metal processing; authorizing the county or city attorney
to prosecute certain license violations made by vehicle and scrap metal dealers;
defining aged vehicle; providing for an affidavit of salability for a vehicle
without a valid title to be sold for recycling; establishing certain reporting
requirements for a dealer accepting an affidavit of salability; requiring a
dealer to maintain a certificate of title for three years before destroying;
modifying scrap metal dealers purchase or acquisition record requirements;
requiring law enforcement agencies to enter all appropriate information to the
criminal alert network regarding the theft of scrap metal or motor vehicles
within a certain period of time after receiving complaint; authorizing an
investigative hold on or confiscation of scrap metal by law enforcement upon
probable cause to believe the scrap metal may be stolen or there is evidence of
a crime
