electric vehicles; defining governing authority, electric vehicle and plug-in
hybrid electric vehicles; exempting installation of electrical vehicle
infrastructure from environmental impact statement (EIS) requirements;
authorizing commissioner of transportation (DOT) to allow operators of
single-occupant electric vehicles to use any high-occupancy vehicle (HOV) lane
or dynamic shoulder lane under certain conditions; specifying certain electric
vehicle infrastructure installment requirements; requiring cities to expedite
the process of applying for and issuing permits for the installation of electric
vehicle infrastructure
