programs licensing for adult foster care, consumer data filing set-aside
requirements for developmental disabilities services, certain background study
requirements, certain requirements when establishing nursing facilities rate
setting methodology for medical assistance (MA) and certain general assistance
special needs standards; requiring the commissioner of human services in
consultation with the commissioner of health and stakeholders to consolidate the
ICF/MR and rules standards to eliminate duplicative and outdated
standards
