Requiring the commissioner of health to extend the approval of moratorium
exception projects under certain conditions; modifying the value-based nursing
facility reimbursement system operating cost payment rate by permitting certain
incentive-based payments and requiring a temporary rate adjustment to certain
nursing facilities cited in previously enacted legislation, requiring the
commissioner of human services (DHS) to develop recommendations on specialized
care, modifying the phase-in of rebased operating payment rates, requiring the
commissioner to make MA value-based nursing facility reimbursement system
payment rate adjustments equal to a certain standard and requiring the
commissioner to provide rate adjustment for the elderly waiver and alternative
care programs equal to a certain standard
