rulemaking; requiring an annual legislative report; modifying the definition of
employee; defining family member; authorizing the commissioner to make community
outreach grants for employee rights information dissemination; prescribing an
accrual schedule of earned sick and safe time for employees and specifying
authorized uses, prohibiting employer retaliation, specifying employer notice
and posting, confidentiality, no effect on more generous sick and safe time, and
effect of termination; repealing sick leave benefits for care of relatives
