specifying procedures for a challenge to correction or clarification or a
request for correction or clarification; authorizing a publisher of an alleged
defamatory statement an offer to correct or clarify the statement under certain
conditions; providing for the scope of protection; providing for the
nonadmissibility of certain evidence
