snuff; increasing cigarette and tobacco taxes, and imposing additional tobacco
taxes; requiring annual indexing; imposing a cigarette floor stocks tax and an
interim sales tax rate; requiring a tobacco tax collection report; appropriating
money to the commissioner of revenue; repealing the health impact fund and fund
reimbursements and the tobacco health impact fee
