Ripley; authorizing the commissioner of administration to acquire easements and
other rights from the federal government for the state emergency operations
center; modifying an appropriation to the Minneapolis veterans home for the
renovation of building 16 and the demolishing of and the construction of a new
building 17; clarifying and specifying the authorized uses of a certain prior
