establishing the medical laboratory science professional licensing advisory
council, specifying membership, duties, organization, and sunset; specifying
certain licensure requirements for 2014, standards for licensure, reciprocity,
temporary license requirements, license application procedures, licensure

investigation process and disciplinary action grounds, reporting obligations and
