E Modifying certain requirements for the registration of supplemental nursing
services agencies with the commissioner of health; eliminating the exclusion of
nursing services agencies limited to providing temporary nursing personnel to
health care facilities owned or operated by the same person, firm, corporation
or partnership from the definition of supplemental nursing services agency;
expanding minimum registration criteria to include certain surety bond, workers
compensation insurance coverage and employee income tax withholding and
documentation requirements and requiring satisfactory proof of compliance with
the requirements, eliminating the requirement for the agencies to supply a
certain minimum percentage of personnel hours during night, holiday or weekend
shifts; requiring registration revocation for knowingly supplying to health care
facilities persons with illegally or fraudulently obtained diplomas,
registrations, licenses, certificates or background studies, specifying certain
commissioner advance notice and hearing requirements; specifying a period of
ineligibility for following registration revocation; modifying the calculation
of the agency nursing home maximum charge (mk, ja)
