modifying the registration form of a political organization; modifying the
penalty for failing to register within a certain amount of time; specifying
certain registration exemptions; requiring electronic filing of campaign
reports; modifying the penalty of failing to file a campaign report within a
certain period of time; modifying provisions relating to the distribution of
party accounts for income tax payments; requiring public subsidy be withheld
