$100,000 annually and pay it to the municipalities in the county
who do not receive municipal state-aid street funds, outside the
city of Saint Paul, to aid the these municipalities in
the construction and maintenance of municipal roads, streets or
bridges, appropriate traffic control devices and lighting,
and former county roads and county state-aid highways that have
been transferred to municipal jurisdiction or town roads as a
result of implementation of the recommendation for functional
consolidation by the Ramsey county local government services
study commission in its March 1992 report of the Ramsey county
        local government services study commission.

number of miles of roads inside the county and maintained
exclusively by all the municipalities; and
           (b) 30 percent thereof to the municipalities,

cities returning the "turnback roads" to Ramsey county, if the
        city so chooses.
