An act relating to community social services;
modifying certain provisions regarding county
community social service plans; amending Minnesota
Statutes 1992, section 256E.09, subdivision 1.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. Minnesota Statutes 1992, section 256E.09,
subdivision 1, is amended to read:
Subdivision 1. [PLAN PROPOSAL.] Beginning in 1989, and
every two years after that, the county board shall submit to the
commissioner a proposed and final community social services plan
for the next two calendar years. The county board shall publish
and make available upon request to all county residents the
proposed biennial community social services plan that will be
considered by the county board in its budget deliberations. A
narrative, summarized form of the proposed plan, setting forth
approximate budgeting levels, may be made available to
requesters. The summarized form of the proposed plan must
include a prominent notice that the detailed proposed plan to be
considered by the county board is available to county residents
upon request. The final plan shall be submitted to the
commissioner within 30 days after final adoption of the county
budget by the county board. If the commissioner's certification
of the final plan is delayed beyond January 1 of the first year
of the plan, the previous community social services plan shall
remain in effect until the final plan is certified. This does
not affect the plan approval process in section 256E.05,
subdivision 2.
Sec. 2. [EFFECTIVE DATE.]
Section 1 is effective 30 days after final enactment.
