An act relating to libraries; requiring the
metropolitan council to conduct a study of
metropolitan area libraries and library systems and
report to the legislature.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. [METROPOLITAN AREA LIBRARY SYSTEM STUDY.]
The metropolitan council shall conduct a study of library
systems located within the metropolitan area as defined by
Minnesota Statutes, section 473.121, subdivision 2. The study
must identify existing public and private libraries located
within the metropolitan area, identify new library construction
being proposed in the metropolitan area, and analyze the present
and future roles of libraries and library systems in the
metropolitan area.
The council shall organize an advisory committee composed
of representatives of the office of library development of the
state department of education, all public libraries and all
private libraries accessible to the public including, but not
limited to city, county, and state libraries; public and private
school libraries; public and private college, university, and
other post-secondary institution libraries; and library service
organizations such as the Metropolitan Library Service Agency,
Minitex, Metronet, and similar organizations and services. The
council shall prepare a report on its study of the metropolitan
library systems that includes recommendations and proposed
legislation. The report must be delivered to the legislature by
July 1, 1994.
Sec. 2. [APPLICATION.]
Section 1 applies to the counties of Anoka, Carver, Dakota,
Hennepin, Ramsey, Scott, and Washington.
Sec. 3. [EFFECTIVE DATE.]
Section 1 is effective the day after final enactment.
