           An act relating to the department of employee 
          relations; modifying expense account terms and uses; 
          amending Minnesota Statutes 1991 Supplement, section 
          43A.48. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  Minnesota Statutes 1991 Supplement, section 
43A.48, is amended to read: 
    43A.48 [DEPENDENT CARE EXPENSE ACCOUNT PRETAX EXPENSE 
ACCOUNTS.] 
    The commissioner of employee relations may use FICA savings 
generated from the dependent care and medical and dental expense 
account program programs to pay for the administrative costs of 
the programs and to pay for unfunded liabilities in the medical 
and dental expense account program.  Forfeited balances from the 
programs may be used to pay for the administrative costs of 
the program programs. 
    Sec. 2.  [EFFECTIVE DATE.] 
    Section 1 is effective the day following final enactment.
