An act relating to Hennepin county; permitting the
issuance of obligations by the county board of
Hennepin county for a public safety building.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. [HENNEPIN COUNTY; PUBLIC SAFETY BUILDING
BONDS.]
Hennepin county may issue and sell general obligation bonds
of the county in an amount not exceeding $20,000,000 to finance
land acquisition planning, design, site preparation, and other
preliminary work for the construction of a public safety
building and related facilities. The obligations shall be
issued in accordance with Minnesota Statutes, chapter 475,
except that their issuance is not subject to approval by the
electors under section 475.58. The obligations issued under
this section and the property taxes levied to pay the
obligations shall not be included in the calculation of Hennepin
county's bond and building fund levy limitation under Minnesota
Statutes, section 373.40.
Sec. 2. [REPORTS TO THE LEGISLATURE.]
The board of county commissioners of Hennepin county, the
judges of the fourth judicial district, the Hennepin county
attorney, and the Hennepin county sheriff shall each prepare a
report to the legislature on ways and means to improve the
administration of the criminal justice system in the fourth
judicial district. The reports shall specifically identify ways
to make the criminal justice system more timely and cost
effective, including savings from night, weekend, and other
additional court sessions. The report of the county
commissioners must specifically include a review of the required
bed capacity for the facility. The reports shall also identify
any state mandates that unduly increase the cost of the criminal
justice system. The reports shall be submitted to the
legislature on or before January 15, 1990. The reports must be
referred to the judiciary committees of the house of
representatives and senate. The judiciary committees must
review the report and make recommendations on the proposed
facilities to the respective committees on taxes of the house of
representatives and senate before April 1, 1990.
Sec. 3. [EFFECTIVE DATE.]
Section 1 is effective the day after compliance by the
board of county commissioners of Hennepin county with Minnesota
Statutes, section 645.021, subdivision 3.
