           An act relating to claims against the state; providing 
          for payment of various claims; appropriating money. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  [VETERANS BONUS CLAIMS.] 
    Subdivision 1.  [GENERALLY.] The sums set forth in this 
section are appropriated from the general fund to the persons 
named in full and final payment of claims against the state for 
adjusted compensation arising from the Korean conflict and 
Vietnam service.  The appropriations are available until June 
30, 1989.

    Sec. 2.  [COMMUNITY SERVICE WORK CLAIMS.] 
    $678.14 is appropriated from the general fund to the 
commissioner of corrections to reimburse the department of 
corrections for amounts paid for medical services to individuals 
who were injured while performing community service work for 
correctional purposes under Minnesota Statutes, section 3.739. 
    Sec. 3.  [INMATE CLAIMS.] 
    Subdivision 1.  The sums set forth in this section are 
appropriated from the general fund to the commissioner of 
corrections for payment to the persons named in full and final 
payment of claims against the state.  These appropriations are 
available until June 30, 1989. 
    Subd. 2.  Robert Allen, c/o Terrie Johnson, 1800 Chicago 
Avenue, Minneapolis, Minnesota 55404, for clothes lost by 
institution staff when he was transferred from Minnesota 
Correctional facility - Oak Park Heights to Minnesota 
Correctional facility - Lino Lakes.....$34. 
    Subd. 3.  John Daniels, Minnesota correctional facility - 
Oak Park Heights, Box 10, Stillwater, Minnesota 55082, for 
damage to his television set while it was in the custody of 
institution staff.....$140. 
     Subd. 4.  Dennis Farrell, 365 Case Street, St. Paul, 
Minnesota 55101, for permanent partial disability to his head 
and scarring of his eyebrow due to injuries he received while 
performing assigned duties at the Minnesota correctional 
facility - Lino Lakes.....$4,000. 
    Subd. 5.  Kenneth Hawkins, 2220 East Skillman, Apartment 
308, North St. Paul, Minnesota 55109, for permanent partial 
disability to his back, medical expenses, lost wages, and 
retraining costs due to injuries he received while performing 
assigned duties at the Minnesota correctional facility - Lino 
Lakes..... $18,587.80. 
    Subd. 6.  Dudley Johnson, 911 Oakland Park Road, P.O. Box 
716, Thief River Falls, Minnesota 56701, to maintain the 
prosthetic arm he has been using since he lost his right arm 
while performing assigned duties at the Minnesota correctional 
facility - Red Wing, in 1955.  This appropriation is to the 
commissioner of corrections, to remain available until expended 
and without prejudice to future claims for future medical and 
prosthetic expenses.....$2,500. 
    Subd. 7.  Clark A. Kruger, nee Bailey, Minnesota 
correctional facility - Oak Park Heights, Box 10, Stillwater, 
Minnesota 55082, for permanent partial disability to his left 
index finger due to injuries he received while performing 
assigned duties at the Minnesota correctional facility - Oak 
Park Heights.....$675. 
    Subd. 8.  Carl Larson, Minnesota correctional facility - 
Oak Park Heights, Box 10, Stillwater, Minnesota 55082, for 
photographs that disappeared while in the custody of institution 
staff.....$10. 
    Subd. 9.  Robert Ross, Minnesota correctional facility - 
Stillwater, Box 55, Stillwater, Minnesota 55082, for damage to 
his television set when it was packed by institution staff and 
sent out for repair.....$87.93. 
    Subd. 10.  James R. Scherrer, Minnesota correctional 
facility - Stillwater, Box 55, Stillwater, Minnesota 55082, for 
permanent partial disability to his left index finger due to 
injuries he received while performing assigned duties at the 
Minnesota correctional facility - Stillwater.....$1,875. 
    Subd. 11.  Gary Strickler, Willow River Camp, Willow River, 
Minnesota 55795, for permanent partial disability to his left 
wrist and forearm due to injuries he received while performing 
assigned duties at the Minnesota correctional facility - Willow 
River.....$11,250. 
    Subd. 12.  Raymond Kenneth Swanson, Minnesota correctional 
facility - Stillwater, Box 55, Stillwater, Minnesota 55082, for 
permanent partial disability to his left wrist due to injuries 
he received while performing assigned duties at the Minnesota 
correctional facility - Stillwater.....$3,750. 
    Subd. 13.  Leo Whelan, Route 1, Box 80, Clarks Grove, 
Minnesota 56016, for permanent partial disability to his right 
thumb due to injuries he received while performing assigned 
duties at the Minnesota correctional facility - Lino 
Lakes.....$12,000. 
    Subd. 14.  Carlus Wilder, Minnesota correctional facility - 
St. Cloud, Box B, St. Cloud, Minnesota 56302, for clothes lost 
by institution staff when he was transferred from Minnesota 
Correctional facility - Red Wing to Minnesota Correctional 
facility - Stillwater.....$77.50. 
    Subd. 15.  Donald Williams, Minnesota correctional facility 
- Lino Lakes, 7525 Fourth Avenue, Lino Lakes, Minnesota 55014, 
for permanent partial disability to his right long finger and 
ring finger due to injuries he received while performing 
assigned duties at the Minnesota correctional facility - 
Stillwater.....$6,000. 
    Sec. 4.  [TRUNK HIGHWAY FUND CLAIMS.] 
    Subdivision 1.  The sums set forth in this section are 
appropriated from the trunk highway fund to the commissioner of 
transportation for payment to the persons named in full and 
final payment of claims against the state.  These appropriations 
are available until June 30, 1989. 
    Subd. 2.  All American Towing, c/o Brad Reeves, 465 Poplar 
Street, Mankato, Minnesota 56001, for costs incurred in removing 
an abandoned mobile home from the roadway of trunk highway 60 
near Lake Crystal.....$4,144. 
    Subd. 3.  To the following towns in Dodge county for damage 
to town roads due to traffic avoiding an official department of 
transportation detour: 
    (a)  Claremont Township, c/o Donald Yankovich, Clerk, 
Claremont, Minnesota 55924.....$1,217. 
    (b)  Concord Township, Rural Route 1, Box 29, West Concord, 
Minnesota 55985.....$10,830. 
    (c)  Ellington Township, c/o Glen Johnson, Clerk, Rural 
Route 2, Box 68, West Concord, Minnesota 55985.....$1,968.75. 
    (d)  Wasioja Township, c/o Lawrence Asprey, Chairman, Dodge 
Center, Minnesota 55927.....$8,215. 
    Subd. 4.  Elmore Township, c/o Lloyd Abraham, Clerk, Rural 
Route 3, Box 51, Blue Earth, Minnesota 56013, for damage to town 
roads due to traffic avoiding an official department of 
transportation detour.....$2,250. 
    Subd. 5.  Dean Goodrich, Rural Route 3, Box 91, Wells, 
Minnesota 56097, for crops lost in 1973, 1974, and 1975 due to 
flooding of his land caused by the construction of Interstate 
Highway 90.....$3,000. 
    Sec. 5.  [OTHER GENERAL FUND CLAIMS.] 
    Subdivision 1.  The sums set forth in this section are 
appropriated from the general fund to the persons named in full 
and final payment of claims against the state.  The 
appropriations are available until June 30, 1989. 
     Subd. 2.  (a) Dwight DeGroot, Rural Route 1, Box 108, 
Magnolia, Minnesota 56158, for wages lost due to an injury to 
his left wrist received while he was performing assigned duties 
as a resident of the Willmar regional treatment 
center.....$750.00. 
    (b) Luverne Medical Center, 300 East Brown, Luverne, 
Minnesota 56156, for medical services furnished to Dwight 
DeGroot for the injury described in paragraph (a).....$289.25. 
    Subd. 3.  Albert A. Kluzak, 1421 13-1/2 Street South, 
Fargo, North Dakota 58103, for state deed tax paid in excess of 
the amount required, but for which a refund was not sought until 
the statute of limitations had expired.....$3,073.45. 
     Subd. 4.  Mahnomen County Hearings Unit, c/o Dorsey and 
Whitney, 2200 First Bank Place East, Minneapolis, Minnesota 
55402, for legal fees incurred in the state's appeal of the 
hearings unit's decision.....$28,987. 
    Subd. 5.  Rainy Lake International, c/o James McCarthy, 
chairman, 1505 Concord Street, South St. Paul, Minnesota 55075, 
for loss of equity in a fish processing plant due to the 
elimination of commercial fishing on Rainy Lake.....$47,926. 
    Sec. 6.  [EFFECTIVE DATE.] 
    This act is effective the day following final enactment.
