An act relating to motor vehicles; motorcycles;
increasing percentage of money appropriated from
motorcycle safety fund to commissioner of public
safety that may be spent for training and coordinating
activities of instructors and making reimbursements to
schools and others; increasing the fee for duplicate
driver's license obtained to add a two-wheeled vehicle
endorsement; increasing portion of two-wheeled
endorsement license fee that is dedicated to the
motorcycle safety fund; amending Minnesota Statutes
1986, sections 126.115, subdivision 3; and 171.06,
subdivision 2a.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. Minnesota Statutes 1986, section 126.115,
subdivision 3, is amended to read:
Subd. 3. [APPROPRIATION.] All funds in the motorcycle
safety fund created by section 171.06, subdivision 2a are hereby
annually appropriated to the commissioner of public safety to
carry out the purposes of subdivisions 1 and 2. The
commissioner of public safety may make grants from the fund to
the commissioner of education at such times and in such amounts
as the commissioner deems necessary to carry out the purposes of
subdivisions 1 and 2. Not more than five percent of the funds
so appropriated shall be expended to defray the administrative
costs of carrying out the purposes of subdivisions 1 and 2, and
not more than 50 60 percent of the money so appropriated shall
be expended for the combined purpose of training and
coordinating the activities of motorcycle safety instructors and
making reimbursements to schools and other approved
organizations.
Sec. 2. Minnesota Statutes 1986, section 171.06,
subdivision 2a, is amended to read:
Subd. 2a. [FEE INCREASED.] The fee for any duplicate
drivers license which is obtained for the purpose of adding a
two-wheeled vehicle endorsement is increased by $6 $7.50 for
each first such duplicate license and $4 $6 for each renewal
thereof. The additional fee shall be paid into the state
treasury and credited to the motorcycle safety fund which is
hereby created; provided that any fee receipts in excess
of $300,000 $500,000 in a fiscal year shall be credited 90
percent to the trunk highway fund and ten percent to the general
fund, as provided in section 171.26.
All application forms prepared by the commissioner for
two-wheeled vehicle endorsements shall clearly contain the
information that of the total fee charged for the endorsement,
$4 $6 is dedicated to the motorcycle safety fund.
