           An act relating to veterans; requiring the 
          commissioner to establish a certification process for 
          veterans service officers; amending Minnesota Statutes 
          1986, section 197.605, by adding a subdivision. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  Minnesota Statutes 1986, section 197.605, is 
amended by adding a subdivision to read: 
    Subd. 4.  [CERTIFICATION.] The commissioner of veterans 
affairs shall establish a certification process for veterans 
service officers.  In doing so, the commissioner shall consult 
with the Minnesota Association of County Veterans Service 
Officers.
